Quadruple A developer DMCI Homes and cement manufacturer Concreat Holdings Philippines, Inc. have joined forces to help Northern Cebu rebuild faster following the 6.9-magnitude earthquake that struck on September 30, 2025. 

 

Last March 4, 2025, the two companies turned over construction equipment and materials to accelerate rehabilitation efforts in the municipalities of San Remigio and Medellin, two of the hardest-hit areas. 

 

DMCI Homes donated one concrete hollow block machine and one-bagger mixer each to the Municipality of San Remigio and to the Engineer Support Company of the Philippine Army 53rd Engineer Brigade in Medellin. 

 

Concreat also provided 600 bags of cement through its subsidiary APO Cement Corporation, which operates a major cement plant in Naga City, Cebu and supplies cement across the Visayas and Mindanao.

To ensure the equipment could be used immediately, members of the DMCI Homes Construction Team in Cebu City led by Engr. Jeffrey Caingcoy conducted on-site demonstrations for local operators and military engineers. 

 

San Remigio Mayor Mariano Martinez personally received the donations from DMCI Homes representatives led by Corporate Communications Manager Butch Mendizabal and Cebu Business Unit Head Riza Siasar-Ballesteros, and from Concreat’s Director for Corporate Communications, Public Affairs, Sustainability, and Enterprise Risk Management Erlinda Lizardo, along with Community Relations Officer Fulgencio Ubay, Jr. 

 

Mayor Martinez expressed his gratitude for the assistance, noting that the equipment and materials will help the town rebuild more efficiently. 

 

“This is a big, big help because right now we are practically starting from scratch. We are months after the earthquake and yet help is still slowly coming in. Financially, we are not yet there. So, help of this kind really answers the need,” Martinez said. 

 

“We are very, very grateful to DMCI Homes and of course Apo Cement (Concreat) for making all of this possible here in San Remigio,” he added.

Meanwhile, the Engineer Support Company of the 53rd Engineer Brigade, Philippine Army, led by Commanding Officer CPT Sheila Mae T. Enderez (CE) PA, welcomed the equipment to support reconstruction activities in affected areas.  

 

Enderez said the donation would strengthen ongoing engineering and rehabilitation efforts on the ground. 

 

“On behalf of the Engineer Support Company, we extend our sincere gratitude for this donation. The concrete mixer and hollow block machine will greatly support our general engineering work, including humanitarian assistance and disaster response,” Enderez said. 

 

“These equipment will help us improve our facilities here in camp and strengthen our ability to assist nearby communities in Northern Cebu, especially as we continue helping repair damaged infrastructure following the recent earthquake,” she added. 

 

Mendizabal thanked the local government and the Engineer Support Company for the opportunity to contribute to the rebuilding efforts. 

 

“We thank the local government of San Remigio and the Engineer Support Company for giving us the opportunity to contribute to the rebuilding efforts here. We hope the construction equipment and materials that we donated will hasten reconstruction work in the community,” Mendizabal said.
